RESOLUTION ADOPTED AT 8th BIENNIAL GENERAL MEETING (14th February,2021 )
1. Scale Linked Designation (SLD) in Un-revised Pay Band – 4A with GP of Rs.5400/-, 6600/-, PB-4B with GP of Rs. 7600/- and PB-5 with GP of Rs. 8700/- respectively (ROPA 2009) i.e level 16,17,19 and 21 in the pay matrix (ROPA 2019) at par with the other State Services:
The Officers of the Directorate carry the responsibilities of bringing the farmers of West Bengal to a technologically adoptive stage but the requisite momentum seems to be missing due to lacunae in the delivery system. The existing posts were created a long back in the context of the prevalent agricultural practices & policies of the time. For better monitoring & supervision of agriculture related activities, it is necessary to have a systematic sequence from planning level to executing level which has to be synchronized with the requirements of the times. In view of the huge emphasis of the Government on increased productivity coupled with reduced inequity, it is essential that the Directorate needs to reinvent itself and due importance be given at par with the other State services by conferring the Designation in the scale which have already been awarded by the Finance Dept.
It is expected that the State Government should have a uniform policy for all the Integrated Services. So, to deliver due justice to W.B.A.S. (Admn.), the integration process should be rationalized at par with the other integrated State/Constituted Services by eliminating the discrepancies or lacunae but not to judge the integration process singly or in isolation.
In the perspective of very limited scope of Agricultural Officers to improve the functional efficiency without having any Scale linked responsibilities of the respective pay scales after introduction of the Unified Cadre Service, their technical services can hardly be exploited for the benefit of the Society. In order to ensure and confer due justice to the long service of the officers, Scale Linked Designation (SLD) Un-revised Pay Band-4A with GP of Rs.5400/-, 6600/-, PB-4B with GP of Rs. 7600/- and PB-5 with GP of Rs. 8700/- respectively (ROPA 2009) ie level 16,17,19 and 21 in the pay matrix (ROPA 2019) should inexorably be done as it has been conferred to some State Services of the Government in the recent past.
The Administrative Department had submitted the proposal long back to the Finance Department in this aspect in respect of both Administrative and Research wing of the Directorate and the Association requests the Administrative Department to play a proactive role for getting the proposal vetted by the Finance Department. This Scale Linked Designation (SLD) of posts does not inflict any additional financial imposition upon the state exchequer.
2. Restructuring of the Directorate of Agriculture:
A. Administrative Wing:
Existing distribution of posts of W.B.A.S. (Admn.) Cadre in different levels/branches of this Directorate is not evenly poised. The existing posts were created a long time back in the context of the prevalent agricultural practices & policies of the time. For better monitoring & supervision of Agriculture related activities, it is necessary to have a systematic sequence from the planning level to executing level which is currently not in harmony with the requirements of the times. In keeping with the goals and in view of the requirements of the various flagship schemes, existing structural set up in different levels/branches requires to be reorganized by inter/intra level or branch transferring of posts to bring uniformity.
B. Research Wing:
The Department should immediately initiate the proposal for discipline-wise integration of different services in the Research Wing in the same perspective of Administrative Wing in the following manner:

The posts in the services of Research Wing are classified into five (5) disciplines (in separate Gradation List) and are not interchangeable from one discipline to another under the existing Recruitment Rules. The entry point is in the Un-Revised Scale No.16 / Pay Band 4A with Grade Pay of Rs. 5400/- (ROPA 2009) / Level 16 (ROPA 2019) with two higher initial increments. The officers have promotional opportunity to the corresponding Un-Revised Scale of Pay No. 17 / Pay Band 4A with Grade Pay of Rs. 6600/- (ROPA 2009) / Level 17 (ROPA 2019), Un-Revised Scale of Pay No. 18 / Pay Band 4B with Grade Pay of Rs. 7600/- (ROPA 2009) / Level 18 (ROPA 2019) and Un-Revised Scale of Pay No. 19 / Pay Band 5 with Grade Pay of Rs. 8700/- (ROPA 2009) / Level 21 (ROPA 2019) which are being filled up by 100% promotion from the basic grade (i.e. Un-Revised Scale No. 16 & Pay Band 4A with Grade Pay of Rs. 5400/- (ROPA 2009) / Level 16 (ROPA 2019).
The senior most officers from any of the five disciplines as shown below, who is in the Un-Revised Scale of Pay No. 18 / Pay Band 4B with Grade Pay of Rs. 7600/- (ROPA 2009) / Level 19 (ROPA 2019) gets promotion to the post of Additional Director of Agriculture (Research), in the Scale No. 19 / Pay Band 5 with Grade Pay of Rs.8700/- (ROPA 2009) / Level 21 (ROPA 2019). Once the integration of various cadres into a single service of WBAS (Research) in the Research Wing under the Directorate of Agriculture is arrived at, all appointments to the posts of Scientist, Senior Scientist, Principal Scientist and Additional Director of Agriculture (Research) shall be made by transfer on tenure appointment from one post to another by observing principle of seniority-cum-merit within the discipline.
