Career Advancement Scheme-CAS

With the view to improving the career prospects of the State Govt. Employees the Government have introduced career advance scheme for the state Govt. employees vide finance dept. memo no. 6075-F dated 21.6.90 which provides that an employee on completion of 10(ten0 years service with no promotion will get first0000 higher scale subject to fulfillment of other conditions as laid down therein.

Modified Career Advancement Scheme-MCAS

A government employee appointed in any of the revised pay No. 1 to 12 or its equivalent scale may be allowed to move to his next respective higher on completion of eight years continuous and satisfactory service in his revised scale of post and its corresponding unrevised scales taken together and to move to the scale next above the first higher scale on completion of further 8(eight) years of continuous and satisfactory service in the first higher scale and the corresponding unrevised scales under previous WBS(ROPA) rules taken together and to move to the scale second next above the first higher scale on completion of further nine years of continuous and satisfactory service in the second higher scale the corresponding unrevised scales under previous WBS(ROPA) rules taken together. Every movement to such higher scales will subject to the fulfillment of norms of promotion as prescribe din the Finance dept. Memo no. 10620-f dated 19.12.2000. This modification of the existing career advancement scheme may be subject under certain condition.

A government employee appointed in any of the revised pay No. 13 to 16 or its equivalent may be allowed to move to his next higher scale on completion of eight years continuous and satisfactory service in his revised scale and the corresponding unrevised scales taken together and to move to the scale next above the first higher scale on completion of further 8(eight) years of continuous and satisfactory service in the first higher scale and the corresponding unrevised scale/ under previous WBS(ROPA) rules taken together Every movement to such higher scales also will subject to the fulfillment of norms of promotion. This modification of the existing career advancement scheme may be subject under certain condition.

How to apply to get benefit of MCAS

After completion of 8 years or 16 years continuous service and fulfilling other conditions as laid down in the MCAS rule an employee may apply to get the benefit of MCAS with the following papers:

 

  For 8 years benefit

  • Application describing in the body about the enclosers
  • Enclosers: a) Joining report i.e. charge report/Xerox copy of first page of service book. b) Departmental Examination pass notification:-Xerox copy of first page of notification and candidate's name containing page. c) Extra ordinary leave declaration by the officer under whom service book of the candidate is kept.

  For 16 years benefit

  • Application of the candidate
  • G.O. relating to 8 years MCAS
  • All the same papers as submitted to get benefit of 8 years
  •  

    Departmental Examination

    After joining in the service a WBAS officer should pass the departmental examination within 2 years , otherwise his/her yearly increment of salary will be held up until he/she pass completely. The departmental examination is held by PSC generally two times in a year in the month of May-June and November-December.
